In order to protect the environment and human health from persistent organic pollutants (POPs), fulfil the relevant obligations of the Stockholm Convention on Persistent Organic Pollutants (POPs), under the support of the World Bank and the guidance of the Center for Foreign Cooperation and Exchange of the Ministry of Ecological Environment, Guangxi has implemented the best feasible technology for pulp and paper industry. The BAT/BEP project has achieved remarkable results in pollution reduction in pulp and paper industry.

According to reports, the project started in June 2012, Guangxi has established a biological detection laboratory with the ability to monitor dioxins in wastewater, waste residue, pulp and paper products, providing stable and efficient technical support for high-level research on dioxins.

At present, all pulp and paper enterprises in Guangxi have carried out the upgrading and transformation of elemental chlorine-free bleaching technology and pollutant reduction. Some enterprises such as Pumiao Paper Mill of Nanning Sugar Industry Co., Ltd., a demonstration enterprise, have completed the upgrading and transformation of elemental chlorine-free bleaching technology in 2016. Tianyang Nanhua Paper Industry Co., Ltd. and Laibindong Sugar Co., Ltd., Guangxi Paper Co., Ltd. and Guangxi Fengtan Luzhai Paper Co., Ltd. have applied to become demonstration paper mills, and will complete the upgrading and transformation of elemental chlorine-free bleaching technology in June 2019. Other related enterprises will complete the transformation work by the end of 2019.

In order to effectively guide pulp and paper enterprises to declare pollution discharge permits and to serve enterprises to carry out pollution prevention and control in terms of technology and management, the Guangxi Academy of Environmental Protection Sciences and other departments, on the basis of a thorough investigation of the production and operation of pulp and paper enterprises in their jurisdiction, compiled the "Prevention and Control of Pollution and Environmental Management of Pulp and Paper Industry in Guangxi". Technical Manual, Technical Guidelines for Pollution Discharge Permit and Standardized Management of Pulp and Paper Industry in Guangxi, and Special Treatment Plan of Pulp and Paper Industry in Guangxi, etc. At the same time, the ecological environment department of the autonomous region has also issued relevant policies, established a long-term mechanism to enhance the environmental supervision, detection and law enforcement capabilities of the administrative departments.

Aiming at different groups, such as grass-roots workers, paper mills, schools and the public, the eco-environmental departments have carried out extensive publicity and training activities on POPs'popular science knowledge, conventions, projects and advanced technologies on different occasions, and mobilized the public and professionals to participate in dioxin emission reduction together. The supervision of work has achieved good social results.

In recent years, the autonomous region has steadily strengthened its environmental supervision and enforcement of papermaking enterprises, regularly notified the list of papermaking enterprises that have not applied for sewage discharge permits, banned several "three nothingness" small papermaking factories in Hepu County, Beihai City, and investigated and dealt with the pollution of papermaking enterprises in Qinzhou City. The water is directly discharged into the Beibu Gulf.
